I accidentally disabled user profile through Msconfig can someone help?

I accidentally disabled user profile through Msconfig, and tried going to the (Restart + Shift) Troubleshoot but there wasn't an advanced option, there were only startup settings and UEFI settings.* Moved from Community Center
