i accidentally delete system in user or i just delete all user and the owner, and then my c drive is denied

as you can see i the title "i accidentally delete system in user or i just delete all user and the owner, and then my c drive is denied" so i just wanted to ask is this possible to fix it? i can't even open google,edge,shell as administrator ,cmd as administrator and others, Please guys if any of you can solve this pls answer my Question this is the only device i had,if i double click at c drive it says ''access denied'',when i run cmd or shell as admin it said windows can't access or whatever but i can run shell in boot option "it can't even run minesweeper","paint too".Thanks
