How to upgrade to windows 7 from a device that runs windows vista that wont connect to the internet

I dont know what to do now. I've searched high and low, I'm trying to find a installation from my laptop running windows 10. `I want to download it through a usb stick and plug it into my laptop running vista. and hopefully itll work. I just cannot find it.
