How to uninstall apps that say "Would you like to allow -- to make changes to your device"

I believe that I unfortunately downloaded some kind of malware when trying to download shaders for minecraft, of all things. A few apps were downloaded to my laptop, seemingly anti-virus apps as well as Norton Browser or something like that. Anyway, when I go to the apps section in setting to delete them, it comes up with that popup mentioned in the question. Obviously Im not going to allow the app I'm trying to delete tk make changes to my device, but when I press no the popular just goes away and the app doesn't uninstall.
