How to Turn on the Windows Update Service

I'm having a problem where i cant get windows update to start no matter what i try. i have gone into services.msc to manually start it but it just wont work. the weird thing is i am using an administrative account with full permissions so i hsould have access but every time i try to start the service it just gives me an error saying access is denied
