How to tell if phone link was connected to your account (s) or device (Stalking)

Ex stole previously used device, and knows where person is, places, where shops, who speaks to. How to determine if phone link was linked to either a new account (their phone) showing what was on the previously used device (windows computer )that was inappropriately logged in somehow, and would get updates…would the person be able to link that device to phone link to see everything on there, and back it up to their own device and then erase phone link after?
