How to stop my COM port from failing?

I'm working on an application to upgrade the firmware on a microprocessor. The upgrade happens over a COM port connection, and the discovery, communication, and releasing of the port all more or less works. The issue I have is that occasionally, after the upgrade, my application is unable to open the COM port for exactly 5 minutes. Ordinarily I'd assume COM being weird, but I've seen this 5 minute delay multiple times on two host computers, and the fact that the delay is 5 minutes exactly waggles its eyebrows suggestively towards this being an esoteric Windows feature.
