how to stop high memory usage

Hello, I am on Windows 11 and I have an issue with memory. when I restart my laptop, the memory usage is between 80% to 90%. I don't know if this is normal or not. I have tried things like stop startup, clean boot, Malware scans, but it is still high usage. My setting says I have around 3.6GB free but task master says I only have 800MB. Is there a way to fix this?
