How to start a new window with the same language (out of the two I have on my PC)?

On my old laptop, I had two languages: English and Russian, and the PC never remembered which one of the two I used in my last window. A new window would always open with the English keyboard -- which was fine by me, as I use English much more often.My new laptop, however, remembers which language I used in the previous window (even if it was a different app), and I find this very annoying! I searched the settings, but was unable to figure our how to switch back to starting new windows with the English keyboard. Any suggestions?
