How to shut window that is stuck on "lets connect you to a network"

laptop was trying to install windows 11 but when it got to the part to connect to my wifi it stopped with the message "Lets connect you to a network", it's stuck on that page. I shut the laptop down but when I start it it goes straight to that page.* Changed to a question
