How to select default method to unlock Personal Vault?

Currently when I open personal vault, it prompts to send a notification to phone. I can click use another way and then hit windows hello, and it defaults to the camera, which doesn't always work immediately. I want to set it such that when I click unlock vault, it immediately shows me the Windows Hello PIN prompt, as that is the fastest thing for me to input. Is there a way to do this?
