How to resolve Win 11 shutdown? The system won't completely shut down. Everytime I shutdown it just reboots and comes back to login screen.

How to resolve Win 11 shutdown? The system won't completely shut down. Everytime I shutdown it just reboots and comes back to login screen. Sometimes it opens with a keyboard missing screen, but mostly it just restarts. I checked the power options in control panel as well. In shut down settings... the turn on fast startup in unchecked. It is really frustrating.... Kindly help
