How to resolve Unresponsive Windows UI when booting offline

I have two main laptop normally connected to my Home/work network. I do use them also to service some of my clients. One has windows 10, the other Window 11, both updated to the latest version. When visiting customers I often have no access to the internet and no power available - running on battery. Recently (past 3 months) when those machines are not connected to the Internet, they become unusable for at least 20 minutes after boot. The Window UI is extremely slow.
