How to resolve same Language Keyboard Layout?

Hi Microsoft,I use 2 language for my keyboard: English and Vietnamese, the English keyboard is ok, but the Vietnamese one has this problem: it has 2 types. But one like English(it can't use Vietnamese symbol), the other one is ok. How to remove the first one.Regards.
