How to resolve OOBER errors when setting up new laptop?

I recently bought a new Dell Inspiron 15. When setting it up I went through all the questions and once I hit next after declining Microsoft 365 my screen went black. I hard reset it by holding the power button down after 5+ minutes and it took me back to the start to set up and choose my country of region. Now it won’t load past that page. I select Australia, the select next and it loads and show my a “something went wrong screen” asking to skip it try again. No matter whether I skip to the next question or try again on the same it doesn’t load?
