How to reset pc.

I am having a problem when my pc starts it goes to a blue screen and has advanced options or shut down. Attempts to repair it before that point but is unsuccessful. So I've tried going to multiple restore points. Also tried Uninstalling updates, command prompt sfc/scannow, resetting and saving files, and resetting removing everything. None of them work. When resetting it either will say unsuccessful or no changes have been made. When running the sfc/scan now it says successful and repairs will be done on restart but it goes back to the shut down or advanced options. It's an endless loop. Is t
