I'm talking about the bar that is right below the address bar (on the last Windows updates), with tools like New, Cut, Copy, Paste, Rename etc. Most of them can be done very easily using basic keyboard shortcuts or right click, and it takes up way to much space (more than the address bar). And now that there is the new tab navigation (which I find very useful and I use it everyday, but it would be still useful for some people to disable it), the top panel is taking a lot of space.
