How to recover Taskbar functionality after broken by the March 2025 MS update?

My nominally functional Windows 11 PC with Feb.2025 MS updates had a major fail after the March 2025 update: On restart after the update, the Taskbar is absent, but I can get it to appear by restarting Explorer in Task Manager (Control/Alt/Delete will start Task Manager). At first the Taskbar is blank expect for the search box, all app icons absent. The Search box doesn't accept any input. After some minutes, Taskbar app icons appear and function, but the Windows icon doesn't open its menu. Apps that have shortcuts can be started and run normally.
