How to recover Microsoft emails and Login to my pc?

I made the mistake of trusting a stranger in a game, and I got the 2 Microsoft accounts connected to my pc hacked into and deleted followed by the hacker taking Administrative permissions of my computer and restricting me from signing into my pc. I tried contacting the online support but after a long time of waiting, my phone would not allow me to hit the send button on my message and the chat closed.
