how to RATE media files like photo and video to organize them

Is there a way to do this in windows 11? The closest thing I found is open videos with photo app, where you can give them a heart or press L (of love) which translates to give 4 stars (would like to know why 4 instead of 5 or 3) , thats the only thing you can do, a very childish approach by microsoft by the way.
