How to prevent USB drive from powering on when windows7 wakes up from sleep ?

I have a windows 7 where I manually/safely eject the external USB hard disk after I am done. It gets powered off. I do not disconnect the cable. Later, PC also goes to sleep based on my power setting. Then, whenever I wake up the PC, this external hard drive also powers on and gets connected but I do not want that. I want the external disk to remain powered off.


USB selective suspend setting is disabled in power options


In device manager, USB power management - both the "Allow ....... " settings are not checked.


This was working as I wanted for years. After a long time, I updated all the drivers including USB. So something changed in the update.


Any suggestion what else I need to check ?
