How to prevent sound mixer from getting muted?

I have noticed that when I turn down the main volume using my wireless keyboard, the volume gets muted after 0%, and all the other apps on the volume mixer also get muted.However, this doesn't happen on Windows 8.1.So, I need a way to prevent the volume from getting muted even after turning it down to 0 level.
