How to point a troubleshooter to use the correct application in default apps?

When I try to use the Network and Internet troubleshooter, I get the error "This file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default Apps Settings page." (see below screenshot)I have tried; resetting the pc, holding the power button to force shutdown, had the pc disconnected from power, reset the default apps. Windows 11 Motherboard -MSI MPG X570Ram - Corsair DDR4 8GB x4CPU - AMD Ryzen 5600xGraphics Card - MSI GeForce RTX 4060TI
