How to move Windows and update it.

I currently have a computer which has had Windows 10 on it for years. I want to wipe the hdd, then put it into a new computer and run Windows 11. I am eligible for the Windows 11 update, but I don't want to update a very old system. I prefer to maybe fresh install Windows 10 on the cleaned drive, then update that to Windows 11, or just install Windows 11 on the cleaned drive using my old Windows 10 licence?So, do I need to deactivate my current Windows installation first, then reactivate once the drive is cleaned, then update? Or can I just offer the licence for the old Windows 10 installation
