How to I change my keyboard layout from one to another while being on the setup page for my laptop?

I've decided to reset my laptop, removing all files previously on the laptop. When setting it up I chose the United Kingdom keyboard, but then to connect to my network I need to use a hashing. With the United Kingdom keyboard I can't use a hashing, I'm stuck on the "connect to a network" screen.
