How to get Windows 11 for Workstations?

If I am reading this correctly, you can't get a DVD copy of Windows 11 for Workstations? I will be building a system with an i9 15th Gen CPU and a 50 series Graphic card. If I can't buy this directly, that might explain why TWO orders I placed for it were cancelled. I will have use for NVDIMM modules (once the prices decrease) and faster file transfers. How do I go about getting this iteration? If it isn't available, then why is it being sold as a standalone product? Paying $200 for Windows 11 Pro and then an additional $129 for the Workstation iteration sounds rather expensive.
