How to get Microsoft Authenticator on new phone without old phone?

I just got a new phone and am trying to log into Microsoft Authenticator. But it’s stuck in a loop of trying to authenticate my sign in in the app and not being able to get a code because I’m not signed into the app. If that makes sense. I don’t have access to my old phone and the website in my computer is doing the same thing.
