How to fix

[Windows 10]

So I turn on my pc it brings me to the startup screen it starts spinning turns off starts spinning again turns off I have tried to enter recovery mode by turning the pc off and on 3 times as soon as the dots pop up but whenever it says starting repair mode it turns off again and repeats the same process I’ve tried switching the rams I just got a new motherboard and psu I just don’t know what to do can anyone help me please
