How to fix windows 11 booting to a black screen with a loading cursor?

I bought a windows 11 pc, yesterday it wouldn't let me shut the pc down through the start menu so I had to force shut it down, now when I try to boot it it leaves me on a black screen with a loading cursor. I have tried many different things to fix it that I read online and nothing works, and it won't let me reset the pc.
