How to fix SystemSettings.exe-Application Error

[Windows 11]

Was wondering if you can help me fix this error that keeps coming up when I start my PC? I've tried restarting, I've tried different RAM, I ran system file checker, ran Ram diagnostics, tried restarting with a previous save point and can't get anything to work. Checked for Windows updates but can't open my settings or any other apps with the message popping up and closing it out or crashing it
