How to fix my taskbar?

I tried to look up how to fix my taskbar, but I have no clue how to word it since I don't know what's going on with it.Basically, my taskbar is showing icons and the date from a while ago and it disappears when I press the windows button. It says the date is 6/29, but its 7/2. Those icons and apps aren't clickable and the entire taskbar goes reverts to normal only when I press the windows button. I tried task manager and resetting windows explorer as well as my laptop multiple time. How do I fix this?
