how to fix infinite loop of starting windows

hi, my Dell Inspiron mini (I think 1012 model) had a screen issue. So I removed the hard drive and inserted it into a PC(probably first mistake but anyways). I got it to work but I forgot the password, then remembered it luckily, I reset it using the reset tool and kept all my files. I then restarted it as it told me to but it got caught in the loop of starting windows, then starting two of the dots, then a blue screen with code appears for a split second and then going back to the beginning of the loop. I've tried using command-alt-delete but it keeps doing it, then Windows-R but still nothin
