How to fix error message says "You do not have access to this printer. Some of the tabs will be missing" and it is cannot print out

Dear Microsoft Team I have problem about my printer cannot print out but it can print test page , scan ,print from mobilei login with microsoft365 account and I am Administrator After i installed printer driver from HP website but I cannot access Printer Properties (error message says "You do not have access to this printer. Some of the tabs will be missing".I test with universal driver and full driver from hp but it is show this error and cannot print also Below is many method that i try to solve but it still cannot print 1. i try to delete ccleaner and all antivirus 2. restart print spool
