How to fix blurry system apps on Windows 11?

There was an issue on Windows 10 when all system apps appear blurry if you set a display scaling to any value different from 100%. I thought it was fixed already but now I see it on Windows 11. I am using a 4K (2160p) display with 150% (Recommended) scaling and no, changing to 100% is not acceptable to me - everything is too small.Is there any setting to fix this? I know you can change DPI settings for a specific app, but what can I do for something like Device Manager or Properties?
