How to fix black screen with cursor on start up 05/11/23

Updated my PC last night and now it's staying on a black screen but if I move my mouse I can see it. I tried restarting my graphics cards and can't open control panel. I also did try doing what I think is a full reset with just holding the power button on the pc. I know virtually nothing about PC's so please help.
