How to extract ".cer" file from a given ".appx" file?

I would like to extract ".cer" file from a given ".appx" file and wonder if anyone knows how to do that. As context, the thing I want to achieve here is installing certification for the appx file in PowerShell (I can manually install it from Properties > Digital Signature > View Certificate > Install Certificate) and do it in PowerShell as command line actions.
