How to enable the two options that are grayed out in compatibility in windows 11?

right clicking and checking the application properties, and in compatibility why are the twooptions:reduce color mode and run 640x840 screen resolution. are grayed out in windows 11?I would like to know how to enable these options so I can make use of them.
