How to elevate command prompt with admin permissions using usb recovery drive?

I’m using a USB recovery drive to repair a computer running windows 10 OS but it seems like the hard drive is having some issues. I tried reformatting the hard drive from the command prompt but it threw an error (Diskpart has encountered an error: The parameter is incorrect). Following an online guide I tried to then run chkdsk command which says “Cannot lock current drive. Windows cannot Tun disk checking on this volume because it is write protected”. Researching this issue most articles are extremely unhelpful as they assume you have access to the windows OS. I’m only to use the command prom
