How to do a fresh install of windows11 arm64

Iv been trying to do a fresh new install on my dell insprion 14 3420 with snapdragon 8cx gen2 cause the old hard drive over heated and can’t retrieve any of the data on it Iv been partitioning it for UEFI and installing it as a blank hard drive I have the hard drive set up as GPT and in my bios menu it’s reading the hard drive but when I go to the boot menu, it’s not showing it there when I run my boot drive with Windows 11 arm 64 on it to install it onto the hard drive it is not reading the hard drive at all My bios only allows me to modify a small portion.
