How to disable BitLocker in Windows recovery environment?

My laptop is stuck in recovery mode. Every options I choose doesn't work, so I'm reinstalling Windows 11. The problem is it needs me to disable BitLocker in control panel which I can't access. I tried to open control panel in cmd (still in recovery mode) with "start control" and "control" which didn't work. How can I disable BitLocker when stuck in recovery mode? Is there any way to disable BitLocker and fix my laptop?Please help!
