How to disable and enable touch screen? Not permanently. HID method not working.

I have tried disabling the touch screen through the Device Manager > Human Interface Devices . HID - Compliant touch screen. There is only one option and no other ones are available to disable. I have restarted my computer after doing it.I have tried this on TWO different Surface computers (Surface book 2 and Surface Pro 7). It doesn't work. I don't want to permanently disable it. Why is there not a simple toggle for this?????
