How to determine if taskbar pinning will trigger a notification or be silent on win10

Hi,When an application wants to pin itself to the taskbar, on some Win10, I get a notification for this, but on other Win10, the shortcut will pin silently. See picture please. Tested on 3 computers, identical versions and update, different behaviours.Is there a registry key or a win32api function that can determine whether my Windows will show a notification or pin silently?I cannot upload the picture, I always get an error, don't know why, so here is a link for the pic:
