How to change the sign-in/boot-up screen (NOT lock screen)

I have an issue where I can change the lock screen picture for my Windows user profile (by going to Settings -> Personalisation -> Lock Screen) , however when I turn off my computer fully or sign out of my account it shows my windows accent colour (Before this it had a windows spotlight photo which didn't change for some reason). The only fixes I have found are for the enterprise or educational versions of Windows 10 however I have the home version. Is there any way to change this?
