How to change back to system language?

My computer recently crashed and I had to reinstall everything. I've been having trouble with the bilingual (Hungarian and English) keyboard settings. The system language is English and I want all programs to use it, but I mostly want to use the Hungarian keyboard. I tried all the options for a long time to stay on the Hungarian keyboard (all the solutions I found on the net) and finally I managed to change the keyboard settings somehow (not 100%) but mostly the setting remains and it doesn't always switch back to the English keyboard.
