How to change administrator to me.

I was given my current PC by a previous employer and I purchased a years subscription to Microsoft 365. However recently the windows symbol in bottom left bar does not respond and nor does the search bar. I have been told that I need to change to become the administrator, but I can't as it won't let me in. Please can you advise next step.
