How to add / return "Edit in Notepad" to context menu Windows 11

I just installed Windows with a XML file and I have no this menu in my context menu. Of course, I can "Open with" - "Notepad", but when there was a menu right from below, it was more convenient. In Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Shell Extensions\Blocked is empty.
