How to activate Windows 10 upgraded from Windows 7?

I have a PC with Windows 7 Professional OEM license. I have checked on the internet that if you have a valid license and you upgrade to a new window then that license will be tied to your new upgraded window and it will also activate. So I have installed Windows 7 Professional again and then upgraded to Windows 10 Pro using media creation tool. But after upgrading to Windows 10 Pro it wasn't activated (The Windows 7 Professional was installed by using original ISO image and it was also activated by the OEM license after installation).
