A File Explorer window can live on the taskbar, can be sized, positioned anywhere on the screen and display content in whatever ways an End User may care to have. And THIS FE window has nothing inside folders 
That said...Have ALL Applications in such a window, always at your fingertips and see everything at a single glance... no clicks, no scrolling, no drilling down
