How in intune can you prevent microsoft from auto installing windows updates that don't work

We are in a reboot hell because the Windows 11 updates have failed to install for the last 2 months.What is worse is that windows updates are forcing reboots regularly because "your organization" requires a reboot. No Microsoft requires a reboot. We have tried to allow users to defer the updates.Right now I'm trying to do some long running tasks on my machine and it's forcing me every 15 minutes to ignore the reboot request. Even though it is within the don't restart during work day hours.1. When will Microsoft fix the windows 11 updates so they work?2. What policy in intune can be set so that
