How do you troubleshoot "Error 15" when trying to acess a URL?

[Windows 11]

I get the following error when trying to access 2 different URL's :Access denied Error 15 www.tracfone.com 2024-12-12 11:26:53 UTC What happened? This request was blocked by our security service Your IP: 209.58.133.174 Proxy IP: 45.60.45.142 (ID 10975-100) Incident ID: 975000210056109956-97247362544502093. I already tried a different browser and "use a proxy server for my LAN" is not checked.
